You’d think Penn National and the JIV would offer the state several million to expand existing wildlife refuges to offset the effect of 10,000 additional cars on a small highway. You’d think Penn National and the JIV would offer the county a huge sum of money ($200 million?) to improve county roads along Highway 94, including Otay Lakes Road, Honey Springs Road, Lyons Valley Road, Proctor Valley Road, Jamul Drive and Skyline Truck Trail.
